My 245 is having irregular boost control and low boost 200

Hi I have an 85 245 turbo with intercooler and just recently it has started to act a little weird. Sometimes if I watch the boost guage under hard acceleration it will go up to about a quarter in the yellow area then It stays there. I get terrible acceleration when this happens. The thing is this does not occur all the time. Most of the time I'm half way into the yellow area before it stops going up. Also right after the exhaust leaves the turbo about 2" away on the pipe there is an exhaust leak that closes up after the car is warm. This leak has been getting bigger. Does this have anything to do with my turbo problems. HELP!!!
