heater control lights not working????PLEASE HELP??? 200 1987

on my '87 240 dl sedan the heater lights do not work i pulled today the dash but the bulbs appear to be okay. also the fuse looks fine what else could it be it really bugs me not being able to see them. **note ive had this car for 3 months and it only worked ONCE only one time. PLease help THanks!!
