Shaking when shifting/Wont shift into 4th gear, Torque Converter? 700

Have 88 740 GLE. The Automatic Transmission wont shift into 4th gear so top speed is 40-50 miles per hour. Also when shifting the car vibrates heavily. We initially thought a fuel problem because it seems as though it will not exceed 2200 RPMs. But transmission specialist says its the Torque Converter. Maybe its the Overdrive Solenoid? Any help would be appreciated.
