'86 240 5 speed starter will not tur, car starts with jump 200

My sns '86 240 5 speed starter will notturn (lights go out when key is turned to start position) but no starter movement. Batery and connections are good! Car will start right up with a push start only. Is there a neutural safety switch, or relay causing this WEIRD problem. Cra always started up to this point.

Your help is appreciated.
