idle adjust ment screw 200

This thing is broken on my TB. The screw is there and the tapered part is there witht he 'o' ring but the 2 pieces are no longer together. Could this be causing my no start problem? Maybe even a part of the problem? Please see the bone yard post below as well.

I'm grasping at straws here.
