Front end scraping noise? 700 1985

Front end suspension feels rough- doesn't take bumps well. The struts are a year old and also the ball joints. When I slow to a stop I hear a noise from the right front that sounds as tho'
something is scraping against the tire-metal against rubber. Could it be a tie rod and how could I check it???
