87 740 nonturbo 2.3L No power to fuse panel(external fuel pum) during start, but ok in run 700

There is no power to the external fuel pump during start only after I release the key to the run position and only for about 1 1/2 sec. Will not start. Changed the fuel control relay(no help). There is no power to the fuse box during start. But OK when I release the key to the run position.
