Rear Seat-Back release Mechanism on the fritz... 900 1991

Having trouble with the large seat (drivers side) in my new 91 940 wagon.
As described in the subject, the problem is that when the actuating the lever to release the seat-back so that it can fold forward, the release lever does not move any parts of the mechanism in the seat. The seat-back is hinged at the bottom and appears to have a latch mechanism at the top and at the bottom near the hinge. how does one get to the actual lever/trigger on the back of the seat? Is this the place to start?

Any help is welcomed!
