fuel pump question 200 1979

should fuel pump run when fuses 5 and 7 are jumped and ignition on number 2? I can here the in-tank pump run when these are jumped, but not the main pump. I disconnected the fuel return line and there is no fuel flow with fuses jumped and air flap opened. The car is a 79 245 with K-jet.
