Soldering in Alternator brushes 200 1993

I bought and installed a rebuilt alternator in my 93 245...kept the old one to redo the brushes in the regulator. Today I soldered in the brushes on 2 old Bosch voltage regulators and the first one only put out 12 volts or so on the test machine at O'Riely's.They said it should put out 14 volts. I will try the other one tomorrow.
I had done the soldering earlier on this summer on son's 83 245 alternator and the same thing= undercharging.
What gives?? What am I doing wrong in replacing the alternator brushes. I have a soldering gun, plenty of heat,(maybe too much??)
