Whats the deal with the steering wheels on these cars???? 700 1992

Ok I posted a message about the 94 900 steering wheel seeming to "catch" on something on the way around and the horn randomly going off. Went to take my dad's 92 740 out and lo and behold, the same thing happened...What's going on here, does Volvo have a thing against me driving their cars or what, but people look at me really funny when I go to take a right hand turn into a parking space and my horn goes off until I straighten the wheel...ANY HELP would be incredibly appreciated.
