Is it the relay or the wiper motor? 200 1983

My overdrive and my wipers aren't working. The overdrive worked intermittently before going out completely as did the wipers. I checked both fuses and they work fine (The wipers work on the same fuse as the horn which works.) My mechanic suggested that the overdrive might be a relay problem and is quoting me $75 parts & labor. Are the wipers & overdrive connected/related by the relay?
I am more concerned about the wipers as we have rain coming up & if I can kill two birds with one stone (by fixing the relay)...great. Or do I need to buy a wiper motor? Any suggestions? Thanks in advance... Jared
