760T no start 700 1984

My 1984 760 Turbo is refusing to start.

I have confirmed good spark.

I disconnected the fuel rail from the supply line and have what I consider generous flow there.

All injectors are firing.

Could this be a bad fuel pressure regulator?

Any possibility that a vacuum leak could cause a no start situation?

Thanks for any info.
