Headlamps stuck on bright 200

90 240 sedan 73k MILES, Headlamps are stuck on bright, can not get dimmer switch to work when I pull or push handle. Any ideas? is there a relay for this, or do I have to tear the steering column apart to fix this. What do I need for parts?
