Running rich on gas? 200

My 87 240 sputters sporadically. I've exchanged the air mass meter...still sputters. I exchanged the fuel relay (white box under glove box)...still sputters. I attempted to have a new catalytic converter installed. The mechanic said the car is "running rich on gas" and is burning off in the exhaust causing it to be molten red after long driving..."it's a tune up problem" he said. What can I tune up to fix the problem?
