My fuel rail is leaking at the welded seam. Should this not be a Volvo recall?? Is there one?

Do I have to replace the rail or is there a way to fix it. My mechanic tells me that it will cost me almost $400 in parts and labor to replace the rail. He plans on removing the fuel injectors and then replacing their seals along with installing the new rail.

Any suggestions regarding a better way to do this?

The rail is leaking gas, especially when the engine is running and the rail is pressurized.
