Tranny Won't go In To OverDrive!! 900

93 940 body 87 760 engine/transmission (AW-71).
Shift lock light is always on when wire is attached and it blows the fuse
(#12). Any Suggestions????? Just will NOT shift into overdrive! 3500 RPM
at 60 MPH is not fun! Any help will be appreciated- thanks in advance-
