wiper motor operates at high speed only 200 1987

my initial problems was that when i turned on the wiper, it causes the fuse to blow. could not find any short. replaced the wiper motor with a brand new one from eeuroparts and it only operates at the highest speed only. is it the new motor or have i made a mistake in installation.
