Turbo quesrtions 700 1988

My 1988 745 Turbo has a watercooled Garrett. I thought all Garretts were oil cooled, or has this been modified afterwards? Secondly, the pre-heater hose is missing on my car, though remnants can be detected. Do turbo cars have one or not? It seems it would be a tight fit.
