refinishing rims-revisited!

We get to discuss this every so often so here it goes again.

The FAQ (below) is very good however I have one question.

I finally scored a set of hydras (225 for 4) but they are nicked up as one might imagine. When I paint the wheels do I paint the hubcap as well?
