Does anyone know what causes the rust in this spot? (pic) 200 1987

I was just aimlessly looking around on ebay when i came across this picture. I have rust in the same place (that would be the piece at the bottom of both front doors) on both sides of my car, although not as bad. Is there something that causes this that i can control? I can't think of anything other than maybe it's from a drain hole for the door. Also, would this be a structural problem?
