240 DL Heater not working 200 1982

I just bought a 240 DL. The heater does not work. The defog seems to work and the fan blows. One of the hoses to the core is hot but the other is cold. The previous owner says the heat did work previously but it just went out. Any ideas on what to do? Is this something I can fix myself or is it best left to a garage?
