Need Electrical Help 200

1981 Help. I can't get my windshield washers to work. I had a bad relay, all rusting and corroded. I replaced it with one that looks very clean inside from another car, but that is not the same part number. Now almost everything works: intermittents, off, slow speed, high speed, one touch for one swipe. When I pull the wiper lever on the steering column back, the wipers take three round trips across the windshield, but without activating the washer pump. When I apply twelve volts to the washer pump from another battery, it goes on and pumps fluid. When I test DC voltage at the wires where they feed the pump, I get 7.5 volts. I need some help from the guys who know the system. Is this most likely caused by a relay that doesn't match up exactly? I plugged in three other relays, and they all deliver about 7-7.5 volts to the pump, even the relays that don't activate the wipers for the wash cycle. Do you think I'm losing voltage in the wiring somewhere between the switch and the pump?
