Need Electrical Help 200

You've got a crappy connection somewhere. Should be 12V no matter its source. Have you tried a different wiper switch? Could be a damaged contact in it- that's kind of a long shot, I've only rarely seen a switch failure (other than abuse). I'd also have a good look at the fuse block. Corrosion on the fuse clips, fuses themselves or wiring connectors to it will cause really odd voltage readings, and poor operation.
