Bad AMM ? Bad ECU ? 200

I cannot get anything but constant voltage ( vs pulse ) at the CO test pigtail on the fender well . The O2 sensor is putting out voltage when checked with a digital mulimeter . Why am I not getting a pulse signal ? Is something wrong with AMM or ECU and engine is running in "limp" mode ? I am stuck and need some direction ins further diagnosing thisn problem . -thanks
