More fog light curiosity. . .do fog lights actually help? 200 1987

Thanks for the help on the previous post

Like the subject says, do fog lights (the yellow ones) actually do anything? I don't want to invest the time and effort into putting them on if they're useless.

Also, as far as driving lights go, can anyone tell me how to properly aim them? I'd like to put them on to shore up the 240's craptastic headlights, but i don't want to blind oncoming drivers.
