Heat/cold controller 200 1987

I have a '87 240 and the heater thermostate or something is not working properly.
In the car the air comes out either all heat or not heat. When you move the lever in the car to the far COLD side of the scale it come out with no heat and anywhere else on the scale it come out really hot. Any ideas on what the problem is? The thermostate on the air intake for the engine was replaced for other reasons and it didn't help the problem.
