Oxygen sensor and ECU questions 900 1995

940 Non-Turbo

I'm still tracking an intermittent idling issue. I've ruled out vacuum leak because the bouncing rpm needle never go beyond 1k so I deduced it to be the fault of some sensors. The IAC was replaced with a used one to no effect. I've moved on to the O2 sensor, which I've replaced about 2 yrs back.

When I pulled the connector off the O2 sensor and ran the car to see if there is any apparent changes, I noticed there is none although the lambda sign came on in the dash.
The car is running the same, the idling is just as erratic, no worse and no better.
Does this mean the O2 sensor was not working at all and it is the cause of the erratic idling.

Also how do I do if the ECU is not faulty?
