Will not crank 200 1991

Turn key but starter will not turn. I can short the main lead from the battery with the spade connection on the solinoid and the starter will work so I am not getting power to the solinoid when I turn the ignition key. I can hear a relay picking up when I shift into park or neutral so I assume all is well with the neutral switch. Anyone have any suggestions on what to check for?
