Can I adjust 940 Speedo and Tach? 900

Just bought a 94 (non-turbo) and the speedo reads almost 4MPH high at 60. Tires are Continentals in the correct 195/60-15 size. Also, the tach is around 10% high according to the smog station's megabuck unit. Is there any way of calibrating these instruments?
