Stupid stupid brakes 200 1981

Alright, so I've bleed the brakes three times now, the last time with my home made pressure bleeder, and when the car is off the pedal feels great, high and hard, but as soon as I start the car there is excess travel that I don't want there. And when I turn the car off again I have to pump the pedal back up a few times before it gets firm again. My guesses are either the master cylinder or the booster. What does everyone else think?
