How do I know if the Fuel Pump Relay is working? 200 1982

I'm having problem starting my car and believe that the FPR is the culprit. I took it apart and resoldered some spots, but it still doesn't do anything. I reconnected it with the cover off, turned the key and nothing. With the key in the on position, I pushed one of the contacts and I can hear a clicking in my engine compartement. I pushed the other contact and the fuel pumps started working - I saw the gas come out of the fuel line (I had it disconnected). My question is - shouldn't something happen (on the FPR) when I turn the key to on, or maybe when I crank the car? Any Ideas? BTW, the car still hasn't started.
