whistling noise when cold 200

Hi

Yesterday Iīve noticed some strange noises. It is a very high whistling noise (like in those navy movies when the admiral enters the ship and a shipmate whistles to announce him).

It appears at around 50 mph and disappears at about 80 mph. After driving about one hour at average highway speed, the sound disappears completely and doesnīt return till the next trip after a cold start - seems that it depends on how warm the car is. The same sound only a lot quieter appeared first last winter but it didnīt last very long so I forgot it. Troughout the summertime it never appeared again.
Now the concert is present again. Itīs around -5° C outside.

Is that something which is fixable DIY or is it a shop work?
Thanks a lot for any input!

PS: The car is a 1989 wagon with M47 manual transmission!
