Need fuel 700 1989

Here's my problem. Car was running great. 1989 740 turbo 199,000 miles. Seems to hesitate slightly (real slight) occasionally for a few days before it quit. I put some Techron fuel injector cleaner in and thought that was probably it as I had changed the fuel filter less than a month ago. In a drive through the car started to idle rough and when I tried to drive home it didn't want to go if I tried to give it any gas much past idle. I limped home and the next morning the car cranked ok and ran for about 3 seconds and died. Now it won't crank.

I'm getting spark at the plugs (attached inductive timimg light and tried to crank). I pulled the fuel pump relay and closed the contacts with my fingers while turning the key - no crank. Finally I crawled under and pulled the wires from the fuel pump. Connecting a multi meter to the wires shows 10.9 volts ( battery is a little low from cranking ?) when I try to crank the car. BTW, the cranking sounds the same with the wires unplugged as with them plugged in.

Finally, does this mean my fuel pump is bad? Just wanted someone elses opinion before I open my wallet for it.
