92 940GL High CO emissions 900 1992

I have a '92 940GL (Regina) B230F that recently had extensive fuel system replacement. (Fuel pump, FPR, Oxygen Sensor, fuel injectors, Throttle position sensor, knock sensor, IAC, air and fuel filter, plugs and wires.

The problem is...it just failed the air test with double the CO measurement. The diagnostic codes are 232 and 221, both pointing to oxygen sensor failure, but replacing the old one (176K miles) with a new OEM did not clear the errors. Having just spent $250 on a new O2 sensor, I am doubtful that this is the real problem (but there is that possibility :) Would a CAT be the cause? Any way to test? Do I have to take it to the $hop?
