No Power When Cold 700 1989

When the outside air is cold it will only run 25 MPH. In neutral with petal to the floor 1800 RPM is the max. It will lope along at 25 MPH but runs great when the weather is warm. Both fuel pumps have been replaced as well as the dist. cap.
