Tailgate painted twice and still flaking. What does it take to prep the tailgate? 700 1988

When my brother owner my car (765) he had the tailgate painted twice, but the paint is flaking off again. I plan on spraying it my self (air gun) but I need tips on how to prep the aluminum so the paint will not flake off again. I recall someone talking about this topic sometime ago, but haven't been able to find the info. Thanks in advance.
