A/C only blows cold only when cool outside - otherwise blows but not cold 200

My ac runs erratically. It is r-134 system. 93 240. It blows cold very nice until I turn the car off. If I cut off the car (i.e. gas pump etc) then turn it back on, the ac still blows but, not cold air. If the car gets warm or, the outside temp is hot, once I cut the car off, no more cold air. I can trick the compressor by running cold water over it. Then, it blows cold air again, until I cut the car off, then same problem.

Any thoughts?
