My $#&@# boyfriend ran my 240 out of gas, now won't start(with gas)! 200 1982

Okay, I have a 1982 DL that was given to me. To make a long story short, the car has ran great, was kept in good working condition and I have had no problems with it until Dumbo ran it completely out of gas in front of the house. Then he puts gas in it and gets it to start for about 10 seconds and it quit. He proceeds to keep trying to start it until he drains the battery (DUH). I recharged my battery and cannot get it to go. It turns over, fuses are fine. When key is in "ON" position, I don't hear the fuel pump, BUT - when I turn the key a little harder, not quite turning it over but a little past the "ON" it makes a sound coming from under the hood near the drivers side up by the windshield. I know this sounds goofy, but hey that is the only way to describe it. I am a female, by the way, but not totally ignorant when it comes to cars. I have a 77 camaro that I work on and know like the back of my hand. This swedish brick is a whole new can of worms to me, but I'm willing to learn because I refuse to pay autoshop prices..............If anyone has some good advice as to where to start, I'd appreciate it. I'm assuming it is something to do with sucking crap out of the tank, fuel pumps, or relays...aaaaaahhhhhhh! HELP!
