Runs on only 3 cylinders at low RPMs... 140-160 1971

Greetings--

I have, among others, a 1971 145 with a B20b and a Weber carb. Despite my best efforts, it runs on only three cylinders below about 1500-2000 RPM. It seems to run on all four at higher revs, but I'm not *completely* sure. I set the valve clearance, updated almost all the ignition components; wires, cap, rotor, points, (except the condensor and the plugs which I just cleaned-- would the wrong type of plugs do this? What about if they were gapped incorrectly?). I was wondering if the timing would have something to do with it... When comparing the distributor to my 122s or P1800, the 145's condensor is placed by the block and not on the left fender side like on the other cars. Is it possible it's been switched 180? I've put 40K on the engine since I got it, so it got me this far. I'm concerned it could be bad compression but am trying to rule everything else out before assuming THAT. I was going to try turning the cap around 180, as it will fit that way for some odd reason, but I don't want to screw it up by doing so. Could this also be a symptom of wrong ignition timing or a faulty distibutor?
