Blower Motor Turns Itself On 900 1995

Periodically, the blower motor comes on while the car is parked (no key in the ignition). When it does so, it seems to be operating at the highest setting. Turning the blower motor switch does not affect the speed nor does it turn it off. If you start the car, normal control is returned to the blower motor switch.

This does not make any sense to me. If the ignition switch was faulty, the blower motor switch should still control the motor.
