This year's inspection problems. . .how hard to fix myself? (what the hell is a drive shaft flex disk?) 200 1987

I got the call today from our local mechanic concerning what has to be fixed in order for my 240 to pass its 16th state inspection. (I trust this guy. . .he's worked on our cars for years, and always gives us the option of fixing it ourselves.)

Here are the problems and my questions:

1) needs a new left lower ball joint

can i fix this myself, and specifically, what special tools (if any) would be required. also, if it does require any odd tools, can i fabricate or rig a substitute somehow (for the tools, that is)

2) needs a new drive shaft flex disk (old one is cracking)

what the hell is a drive shaft flex disk?
as said before, can i fix it myself?

he quoted us a ballpark price of $400 for parts and labor.
