charcoal canister questions 200 1981

I pulled the charcoal canister out yesterday to clean up. Two questions came up in the process. 1) How does one know when/if to replace the canister? 2) When I disconnected the small vacuum line, it was leaking some oil out. Is this normal, and if not, what does this indicate?
