repairing front fender blind nuts? 444-544

Once again, I ask of your experience. I know others have fixed the blind nuts that hold the rear part of the front fenders on.. but how? The bodyman and I are thinking about welding nuts to small pieces of steel, then cutting the existing holes (where the nuts are missing) a little bigger and mig welding in the new pieces. I'd be all ears if someone found a better way. Do you think those little clips that hold the inner fender pieces on would work? I've got some extras of those. Seems Volvo would have used them instead of blind nuts if thet were up to the task though.
