Changed plugs now idle to fast (2500rpm) '86 745T 700

I really need some help on this. My HC was to high at idle so flunked CA smog. Usually this is an spark problem, so I changed out my plug, wires and new cap and rotor. Snapped all the plug wires down, cranked it over, started right up but the idle is at 2500 RPM. I touched nothing but the Cap and rotor, plug wires, and plugs What is going on??????????? I have searched FAQ and Archives, lots of fast idle after TB cleaning etc. (never really found why) but I am really stumped. If I unplug connecter at AMM idle falls down to 1500 (rough idle) If I short out the base idle wire (red and white) the idle drops some. Idle screw is just about as far as it will go. All of this in an effort to get the idle to normal.

I hope all of you bricksters can put your minds to work and give some help here.
