Don't know nothin' 'bout fixin' no turbos 700 1987

A colleague of my wife in another city is trying to unload a 740 turbo wagon for $1,200. It's got 200K, and a good body, I'm told. Cold air! Corinthian leather!

But (there's always a but) he says the turbo line was mistakenly decommissioned during the last oil change.

Is this plausible?

I don't know anything about turbos, other than they sound like fun to drive and a big, expensive pain to fix. He said the previous owners had just had the turbo fixed when he bought it a year ago. He conjectured a quick and easy fix.

I'm more comfortable with the B20 on my 145. Can anyone lay out the scenarios here?
