Trouble getting ball joint and achor back together.

Hey board,
Ive done several of these over the years. Usually , for me, they've been difficult to get off, easy to get back on. This one is just the opposite. The stem turns, and I am unable to get the proper torque. What do I do now?

Could it mean that the anchor is worn. Out of specs?
