Trouble getting ball joint and achor back together.

Dick,
The ball joint is off the car, sitting on my bench. I removed the part that attaches the ball joint to the bottom of the strut tower. Now I need to get it back on, properly torqued. The stem in the ball joint turns, preventing me from torquing.

I never had this problem in the past. Once the stem of the ball joint was seated, the stem wouldnt turn. This one is different. THats why Im wondering If, maybe, the part is worn.
