where to get a catalytic converter? 200

Could I buy an aftermarket one for my '89 240GL or do I need to get it from the dealer? I live in Fairfax, Virginia. Volvo and Saab Dismantlers in CA quoted me a used one for $120 with a $15 for shipping but doesnot know whether my state would allow me to use a used cat. Any suggestions guys? Thanks.
