Fast idle...why? 200 1984

My B23F has had this problem where the idle will just jump way up all of a sudden and either you have to step on the gas a few times to get it back down or it will come down on its own or sometimes it won't at all and I just have to shut it off.
What causes this and how could I fix it?
Its my project car now and I'm wanting to do as much of the work as I can with my haynes manual.
